You need to install songs or song packs before you can play.
You should extract any archives (zips, rars, smzip files) provided by a song pack into appdata/stepmania/Songs
The resulting structure will be Songs/GroupName/SongName/
Controls:
Start selects menu items.
Select goes back in menus.
Use both the D-PAD and ABXY keys to press multiple arrows at once.

Unfortunately there's a bug when rendering the keybind menu - you can't see which item you've selected. With a bit of patience you can still remap keys.
